The document that Russian provoker tried to hand over to the Ukrainian journalist is a forgery under real secret document of the Ministry of Defense of Belarus. At the same time, its form and style are as close as possible to the documents of the Ministry of Defense of Belarus.

To impart a greater "authenticity", the imitation does not imitate the final document with signatures, performers, outgoing number, institution seal, and that is draft version where the required mandatory elements for the document with the stamp of secrecy are missing.

Most likely, the author of this forgery does not have access to the current secret documents of the Defense Ministry of Belarus, but has specialists who once worked in the MoD system and had access to secret records management.

This indicates that this document was manufactured either in the FSB of the Russian Federation or in the KGB of Belarus with the purpose of organizing an operation to arrest a Ukrainian journalist with accusations of espionage, and further - discrediting Belarus in relations with the EU and Ukraine and starting a conflict between Belarus and Ukraine.

Such operations are a traditional method of work of Russian special services.

Regarding the content of the document, it actually does not contain any secret data or information. Basically, there are general phrases like "to intensify, to expand and to improve". In general, the document was allegedly based on the results of the exercises Zapad 2017, but does not contain any references to the results of the exercises. The document points to the need to "study the results and make conclusions". In fact, in any analytical article published in dozens and hundreds in the Russian, Belarusian, Ukrainian and world press following the West-2017 exercises, there were more "secrets" than in this counterfeit.

The "highlight" of the document was supposed to be "secret" data on the deployment of a missile brigade and the EW battalion of RF on the territory of Belarus, but this has already been written in the world press for at least six months.

Also, allegedly "secret" information about the preparation of infrastructure on the territory of Belarus for the deployment of 1st TA (tank army) of the RF Armed Forces is also an "open secret". Since 1999, the RF Armed Forces and the Armed Forces of Belarus work on issues of strategic operations in the Western direction, in which the first echelon is the Armed Forces of the Republic of Belarus, and the second echelon - part of the troops of the Western (formerly Moscow) military district of the RF Armed Forces. After the creation of 1st Tank Army, this formation would be the second echelon of the Regional Grouping of Forces. And when a strategic offensive (counteroffensive) operation is carried out, 1st TA troops will use the territory of the Republic of Belarus for deployment. It is unlikely that this issue is classified information. Moreover, it was the main issue of the exercise Zapad 2017, as these were the first exercises of the Regional Group of Forces (Forces) after the creation of the 1st TA.

Thus, the document that Russian provoker tried to pass to the Ukrainian journalist is a forgery that imitates a draft of a secret document from the Ministry of Defense of the Republic of Belarus. The counterfeit is most likely made by the FSB or FSB agents in the KGB of the Republic of Belarus to carry out an operation to provoke and arrest a Ukrainian journalist with accusations of espionage, and further - to discredit Belarus in relations with the EU and Ukraine and start the conflict between Belarus and Ukraine. As a result, Russia will achieve its main goal - keeping Belarus in its zone of influence.
